How old is she? When I was a little girl I used to take off my cloths, not strip all the way naked mind you, but I did used to strip down to my t-shirt.
If she's little she may just be uncomfortable in what you're dressing her in.
If she's older, you might want to seek help.

LOL.. Kids of that age frequently disrobe. She just seems to be more extreme about the whole thing. She'll grow out of it fast enough. If she doesn't in the next 6-12 months then you start to worry.
