I am an Indian and my friends say that I speak English very fluently. Don't know about fluency, but I know that the Indian English accent is very different from the accents of people of other countries. We speak very clearly, so it might seem strange to you.

it will be different like the way the accent is different 4 ppl of usa , uk , australia...
they all have different accents..
in india ... different states have different languages.. so in a state itself the regional language sounds different in parts of the same state...
so if u take an indian speaking english .... i don't know... even though i feel we speak very fluent english

Most Indians (Punjab is the correct term) are very well versed in English and have very good pronunciation, but I have come across call centers where you have to get them to transfer you because the accent is so heavy.
