Ive been giving this same advise to a friend for months but he doesn't get it. Cut your hair, wear something respectable. Get rid of the piece of ____ car, Quit driving like a moron And dont park near the bar! Basically quit doing things that the police notice. Now, if you were serious and the police really do love you, than you are either related to the chief or you donate lots of money.

good question ! i'm trying to figure it out as well,
my car is very original unmodify, do nothing wrong, but still always got blocked at the road side, and thanks to me, i'm one of the reason they're getting richer and richer! dont get me wrong, it's not because i did something wrong and pay them under table to run away of summon, but the fact is, they simply claim that you did this wrong, you did that wrong, and if you refuse to pay, you really gonna get into some painful process and time wasting, so i pay, people who are not from my country, will not understand how nasty and dirty it is.
