I agree that a mechanic needs to replace the current lap belt with a new one with a shoulder strap. And it needs to be bolted into the framing of your vehicle. That goes for either a car seat or booster.
A car seat or booster will depend on the height and age of your child. See the National Highway Traffic Safety Administration website for more info at http://www.nhtsa.dot.gov/ for what's appropriate.

A better idea for a child that size is the High Back Booster seat they now make. It looks like a little Race Car seat...so kids love em... They come with a five point harness and your lap belt will secure the car seat into place....that should give you atleast a few years to decide ultimately what to do about your lap belt issues!

in the starting up all motor vehicle seats state that lap belts won't be able to be used appropriately with motor vehicle seats and secondly all new human beings vendors have 3 element seat belts - until eventually new to you is easily a second hand motor vehicle through a good few years. do not take the prospect. Lap belts are more effective positive than no longer some thing yet to be instantly ahead, in case you're targeted on an coincidence, lap belts can easily reason serious harm. i became gazing a programme (imagine it became actual Rescues) and a woman became contained in the middle seat utilising a lap belt and had her decrease back damaged. The Paramedic suggested that the lap belt saved her existence yet besides brought about her existence to be ruined. She became paralysed from the waist down and it became via lap belt. at the same time as the vehicle stopped abruptly, her top body travelled ahead even if the rigidity of being saved in position through the belt positioned rigidity on her decrease back and broke it. i'd keep on looking round and get a human beings provider with finished 3 element seat belts on all seats. that is not any longer truly well worth the prospect on your infant. If you have a child that is only 48 pounds then they NEED to be in a child seat not a belt. Forget about the conversion and the expense to do it. Invest in a child seat for about $40 or a booster seat if they are 5 years old or older for about $20.
That should be the only RESPONSIBLE parental thing to do. I am a parent (btw) and in most states it is the LAW.
Conversion kit....please.... be sensible!

You really need to go to a mechanic and have them install a should/lap belt. Any "product" will not be as safe.

A child who is only 48 pounds is, by law, supposed to be in a booster seat. The national law requires a child to be 8 years old and 80 pounds before being aloud to ride without a booster. The seats work with the seat belt as the harness to the seat. It has no back on it. You can get these for children 4-8 years of age or 40-80 pounds at many stores. Most of them are under $20. Here are a couple of links for you.

These have backs if that is the child's preference. They are also more expensive:
