A Light neutral color will really make the place bigger... avoid dark colors. If you think a light neutral color is boring, you can always accent the room with bright beuatiful paintings or brightly colored pillows, etc. Good luck!

If you have dark flooring you should use a light color on the walls and if you have light flooring use a darker...not too dark color on the walls. Ivory is a nice paint that will match with anything! Sometimes using two different colors on the wall will make a room appear bigger, but be extra careful which colors you choose. The walls shouldn't be your only concern. You should also considered using the windows to make the area appear larger. Light colored blinds/curtains can do the trick. Leaving a portion of the window exposed can also help. Make sure that you paint your ceiling's in a bright white instead of a dingy color.

Any light color will make a room seem brighter and bigger. Another tip for a small room is to paint the trim the same color as the walls rather than a contrasting white. The fewer "breaks" in the color the larger the room will appear.

I know most people think light colors and shades of white make a room look larger, but if you choose a dominant color from furnishings, area rug and window coverings and carry it into the adjoining room (dining, kitchen, hallway, etc) not only will it give your room a warmer, more finished look, it will also create the illusion of more space.
There are also a number of tricks you can use to further enhance this with mirrors mounted at the end of a long wall, mirror tiles underneath candle groupings, a mirror behind lamps on a console table to throw light back into the room, an area rug in front of the sofa to pull the sitting area together, the use of glass topped surfaces. A corner entertainment center rather than one that takes up an entire wall. Also think multipurpose. Instead of the conventional use of multiple chairs, a chair and ottoman (which can also serve as additional seating, plump over stuffed cushions to pull in front of coffee table when needed and stacked in corner when not in use. Have fun...hope this gives you some helpful ideas.

You've gotten a lot of good answers, but I disagree.
I live in an 840 sq. foot townhouse. I went for deeper colors, though all in the same palate-- i happen to like jewel tones.
The kitchen is a deep, rich red. The living room/hallway/bedroom are deeper taupes. The second bedroom/den is a deep green. All very "Ralph Lauren" in tone.
The ceilings are not white, but in the taupe family.
I've also seen ceilings painted a sky blue (when the walls are in a blue toned color) and they really do seem to disappear.
Be bold. Have fun with color!!!

Pick out your colors from a piece of wallpaper or a piece of fabric;; an art piece or a painted plate. Pick out 3 colors you love the best. Now take the one that would be a good neutral for your walls; paint this on 3 walls and save the 4th wall for a dramatic color blocking. Now find things that relate back to the colors and throw in pillows and art works that are the same. How about a nice rug? You might want to condiser everything the same color or color scheme because it's a small apartment. it would looke great!

something that is a crisp and warm a beige or peachy neutral light color that has a hint of extra color to it that is what I did to my family room and it looks so much bigger. My place is only 800 sq. ft and with a lighter color and lots of mirrors the place looks much bigger. Be sure to accentuate the living area with nice paintings and some colorful pillows and accessories. For some better suggestions watch hgtv or even better go to there website that is what I do when I want to do anything to my house and want suggestions, it is hgtv.com

Light colors, with one wall a shade or two darker, so if you paint the room beige than the accent wall would be mocha.

lighter colors will always make a room appear bigger, but I wouldn't go for WHITE. You can also hang mirrors on your walls to help distribute light and open it up a little more.

Paint the walls a light color, like a sage green or pale blue, but leave the ceiling white. It will give the illusion of height. Also try to avoid dark furnishings and clutter.

Many of the magazines are showing a very light grey as a color to open up a space. Almost all other colors will mix or match.
