For instance, since L.A. has become a safe haven, there have been more gangs and crimes commited and the police can't do anything about it... as long as they're illegal immigrants. Which leads me to my next question: If a city is a safe haven, does that mean that regular citizens cannot be arrested for crimes?

No. It only means that police don't ask if they are here legally until the arrest stage. Then they ask. I believe Colorado just passed a law outlawing sanctuaries. I think that is a good thing. The idea that somehow it is 'unfair' to enforce the law is one big reason why we got into this situation with 12 to 20 million illegals here.

The city council can do what it wants too. I know if I we're Bush in response I'd send in a couple of hundred Border Patrol Agents and start making some arrests and deportations; the locals have no control over the Border Patrol.

Illegals are a drain on society, it may be politically incorrect but shooting them when they enter the country illegally, would save alot of money in social programs and make them think twice before entering this country

Well,if you give them amnesty, and secure the borders....it will no longer be a safe haven for them.It will be thier home, which in a sense,it already is.
