Pressure relief valves are valves designed to open at a certain pressure, usually to protect equipment from rupturing due to high pressure.
Most industrial pressure relief valves are spring loaded devices that will pop open at the pre-set pressure, and then re-seat after the pressure has fallen low enough.
If you have a hot water tank in your home, it probably has a pressure relief valve, designed to blow off some water if the pressure gets high in the tank, to prevent the tank from exploding dangerously.

A valve that relieves pressure.
For example a pressure vessel, pipe etc my be rated to safely contain a fluid up to a certain pressure. If this rated pressure is exceeded then a pressure relief valve releases the excess pressure.

Its a valve that prevents too much pressure from building up in something. Example we put them in our fire sprinkler systems so that the water pressure does not build up past 175 psi.(Found mainly in our antifreeze systems) In the summer if heat expands the water pressure to more than 200psi that would start causing damage to the heads and or pipe fittings so we install pressure relief valves to allow the pressure to bleed off when it hits no more than 175psi. Again as soon as the pressure hits that point it allows the water to push out its drain port versus building pressure in the pipes.

a pressure reliefe valve is a valve that has a sensor when the psi exceeds hte amount the valve or the pipe can withstand the valve opens and release the pressure back to a safe psi

Pressure relief valves are used for the release of high pressure liquids, water, oils etc..... Safety valves are used for gases. In power plants, air, steam, water are all considered fluids, as they have the ability to flow.

a pressure relief valve would be something attached to a valve to let unneccesary air from a tank. ie an air compressor, you would let the air out when you leave the shop at night from work...you would close this particular valve in the morning to pressure up the compressor for your daily needs in the shop...observe the pressure on a gauge usually measured in foot lbs...safety first!

A device that measure pressure (a preset) when reach to that point it open to keep it to that level or the psi to run or a safety point.
for instance the water heater reach the boiling point or go beyond that preset it open up to relief the pressure that build up. if it dosen't open it blowup.
