This pump will have to lift water about 40 feet into a storage tank and cut off when it is full. The well is only 25 feet deep with 20 feet of head water and the well is 5 feet by 5 feet square. The pump also needs protection if well runs dry. Thank you for any help.

To lift useful amounts of water this much requires a lot of energy, and if you want to operate it by photo-voltaic it will take a large and expensive array.
A simple float switch will turn the pump off if it runs dry.

why solar power?
Wind pumps are very effective & well developed; and more efficient as don't require conversion to electric then back to mechanical power.

Or if you have an integrated energy management system you could use spare electricity capacity, eg at night, to pump the water. This can then also be used to store electric by releasing it out through a micro hydro unit when demand exceeds base load, see Dinorwic for lare scale application
