he did say he still liked me but i have a bf at the moment so i dont know why he would say it was all his fault...

I would think that maybe he had something he wanted to get something off of his back because that little issue has been bothering him for 2 years and that he feels disappointed in what he did and would get mad every time he thinks about the issue and the only way to get rid of the guilt is to apologise.

First thing I see in this case is that even you, yourself will like to give him a second chance. Otherwise you would have already say no and you wont be putting it in yahoo for discussion.
For this reason you got nothing to loose. Give the man a second chance.

What I would think if my ex apologized... hmmm F*ck off dirtbag. I would say, "Hello, didn't know you were still alive, too bad." And then I would walk away.

He realizes that he let a good thing go, be carfull he may just want puntang but you know him best is it worth it? at least if you walk away now you can say "your loss buddy.

Perhaps he's grown and wants nothing sexual, some people are capable of that. Not me, but some people are.

either he feels bad about it or he wants to get back with you.
either way, you should definitely ask him about it.
