Can anyone suggest a soft ware that can copy vedio files as they are being played?

the VLC player can copy and/or transcode video streams in real time to and from a variety of formats. It is availible for free for Windows, Mac OS X, and many flavors of GNU/Linux. I use it on all three platforms. Be sure to read the online help files.

Not sure what you mean. If you are playing a video file, then isn't it already a file on your PC?

If you mean you are playing streaming video off of a website and want to copy that, it's possible. However, the quality isn't usually that good - depends on what you need it for.
