A cat's urine has that super strong odor because of protiene contained in it. When cat urine dries on the carpet it forms crystals and those crystals are the source of cat urine odor.
Once you clean the spot with a normal cleaner the cleaner usually masks the odor of the urine and you will think that you have removed the spot successfully. But these crystals reactivate their smell in moist conditions and you will find the extreme cat urine odor returing again and again. You need to use a cleaner which can break down the crystals formed by the cat urine to get rid of that extreme odor completely.

Since cat urine is Ammonia based you should not use an Ammonia based cleaner (most household cleaners contains Ammonia) to clean the cat urine spots because it will only entice your cat to urinate on the same spot again.
General guidelines for cat urine removal:

Dry as soon as you find a spot.
When drying the spot use a dry cloth or absorbent paper towel.
Blot, don't rub. Rubbing spreads the urine over a wider area into the carpet.
Hold the cloth or paper towel on the spot for a while so that the urine can be soaked up.
Don't use an Ammonia based cleaner. This will make the cat come back and do it again.
The main objective of cleaning should be to eliminate the odor so the cat won't come back.
You should keep the cat away from that area until the odor has completely gone away.
If the cat keeps going back to the same place you could cover the spot with something. Foil works great.

There are many cat urine cleaners on the market. Most cat urine cleaners contain bacteria and enzymes which react chemically with the urine and remove the odor making it easier to clean. A product created specifically for removing cat urine should be used. These can be found at most pet stores or on the internet in online shops.

As a LONG time cat owner, I hate to tell you that you really can't get all the cat pee out of a carpet. You can treat the spot, and you will find if you pick it up that the offending items are still there. Flushing with LOTS of water as soon as you can help, and then treating with an enzime odor eliminator helps. However, if you don't do it good, then the cat will keep going back there. You must do whatever need be to deter their use of this area, double sided sticky tape, baloons, water pistols if you see her. Cat pee and cockroaches will live after the world is gone. I threw out the concept of carpets in my house years ago. The joys of cat ownership. I also strongly suggest that you add extra litter boxes and by VERY diligent at keeping them clean. Make sure there is an odor absorbant in the boxes. I use something called "Stall Dry" which is a horse product I get at the local feed store. It really works to suck up odor. But I find many people just don't clean the boxes as often as they should, which is once or even twice a day, and completley changing them every few days, and washing and deodorizing the boxes when you change them.

First clean with a good pet cleaning product that will not take the color out of your carpet, Urine gone is pretty good. Then sprinkle on and ammonia absorber, as that is the substance that makes cat urine smell. After it sits for a few hours vacum up the crystals , that should get rid of it completely for human noses anyway. Make sure your cats litter box is clean and changed or some cats will start using the rugs. If its a male get it fixed because it may be marking its territory by spraying.Walmart has the ammonia absorber crystals in a yellow box that you shake out on the rug. It has a cat on it,lol.

blot with paper towel. Pour vinegar (acidic) on stain or spot. Blot. Use a steam cleaner or other carpet and upholstery tool to clean vinegar and pee out. Dry with paper towel and stain should disappear when dry. Vinegar is also good at removing sweat stains and for when you leave your clothes in the washer after the load is done and leaves that musty smell. Pour vinegar in the load and turn dial to rinse and let spin out.

Have you tried this stuff called "Natures Miracle" just for cats?
It works wonders! you can use it straight on the carpet or dilute it a little and use it in a steam cleaner and shampoo your carpet with it... I swear by that stuff. Hope it helps!!

That's a hard thing to do. I recommend you buy one of those vacuum cleaners that can wash your carpet, and apply baking soda later or a carpet powder odor remover or call the pros in your area.

Hydrogen Peroxide - eliminates the smell entirely. . .be careful to spot test it first, as it may bleach some carpets.
