if you mean mm cubed, then yes...divide by 1000 to get metres cubed - 0.4m3
if you want to work out kg then u need to use molar masses if it is gaseous

400 mm is only a depth of the water. we will need more dimensions than that to calculate Kg or m3.

400 mm is not a volume, it is a lenght

if you mean 400 cubic mm (or water or anything or nothing) then, since there are 1000 x 1000 x 1000 (or 1 billion) cubic mm in a cubic meter, 400 cubic mm would equal 400/1000000000 cubic meters, or .0000004 cubic meters (if I counted my zeroes correctly)

400mmH2O is a pressure. It equal 3.9Pa (Pascals) or 0.57psi.

Pa = N/m^2
N = kg*m/s^2
