Seriously...to begin with, you can't leave the puppy unattended because you can't stop bad behavior you can't catch in the act.
Take an empty soda can and put a few pennies or pebbles in it. Tape the hole closed. It should make quite a racket when you toss it.
So when your dog starts to dig, throw the can so it lands right next to the pup. Should scare the bejeezuz out of him.
You can also put poop in the holes.
I had problems with my doxies digging under and out so I stapled the wire you normally bury when you are creating a fenceless border. It was part of a kit that comes with a transformer and a shock collar.
When the dog gets too close to the fence, they get zapped. I also put the wire around the property in front so they would also stop bolting out the front door and learn that if they are out front, not to cross the property line without being on a leash.
The electric fence solved two problems at the same time!
I paid about $150 for it online.

Dogs dig for two reasons: boredom and to keep cool. Being that your pup is digging all over the yard, it is probably from boredom. Do you stick him outside for lengths of time? He needs interaction with you and interactive toys. No, a tennis ball does not count... who's going to throw it?

You put small, hard treats inside, or even his kibble, and he has to roll it around to get the food out.
Another thing you can try is to create an appropriate place for him to dig. Get a cheap baby pool, fill it with sand, and bury some fun toys that can take the weather, like hard rubber toys or milk bones. This spot becomes much more rewarding to dig in than anywhere else. Watch your pup, and if they dig, shout (but not his name), blow a whistle, or shake a can with pennies in it to stop him from digging, then lead him to his appropriate spot to dig, show him a buried toy, and let him go to work. The sand also doubles as a great way to keep nails trim.
When you repair the other holes, you can prevent re-digging by either burying poo in the holes or sprinkling pepper over the top layer of dirt when you fill in. Both of these are good deterrents to digging.

take your dog to an obedience class

Puppies are so cute!!! Be thankful it is not the carpet or the furniture. The puppy will outgrow digging, be patiet. You will laugh later! Please do not beat it! He is just a baby. You can buy safe spray that is safe for animals at your local pet store, but it is more fun to laugh at the puppy, they grow up too fast!!

To stop him,
* Get him a small sandpit. put treats in it for a while so that he knows it's good to dig in the sand and will go of the dirt.
*If the dog is digging in the same area more than once, put its poop in the hole (s) THEY HATE to dig up their own poop
*Lay tin foil througout the yard, dogz also HATE to scratch on it!
*If you see him digging, scold him, bring him inside, and put him into a cage or somwhere he cannot ruin or get out of to show what he is doing is wrong
Hope your pup learnz not to dig! be sure to reward him when he refrains from digging with a treat or toy...

When my dog was a puppy i just took the hose and sprayed him every time and he finally stopped digging.
