It's a game for him. Dogs love to be chased, if you are yelling that's even better, to him you all are on a romp and howling with glee.
Call him over to you a few times during the play session, give him a treat, and let him go again, say, "go play" each time you release him to play more. When it's time to go in, call him over, treat him, take him inside and say "go home" and treat him again. The object is for him to never know if he's going to get a yummy treat or be taken into the house. Pretty soon the command "go home" will mean a treat inside and he will come running.
Or, keep him on a leash.

Try a leash!

I am so tired of loose dogs lunging out at us when I walk my dogs!

I am also tired of seeing responsible owners punished with anti-dogs laws for people who can't be bothered to leash their dogs!
If leash laws were strictly enforced with hefty fines dogs would not be roaming free to attack and would not be breeding indescriminately and filling up shelters with unwanted animals. If people would just confine their animals we would not be dealing with mandatory S/N, BSL, and DDL's.

Sorry if I am being harsh, I am just so tired of fighting these stupid anti-dog laws when the answer is so simple. Leashes.

He's probably trying to get you to chase him and play, but I would have to see video of it to help. Just to let you know though, if a car hit him, the car's owner could sue you for damages because your property caused damaged to his property. I hear many owners complain that their animal was hit by car, and "they didn't even stop" but the truth is you are negligent by not controlling your animal.

is there something on the other side of the road that he wants?? my dog runs after cats if they are on our side of road but she stops at the road and dont cross over it. she hates cats. hope this helps.
