TO expand on previous answers, you should lift light weights with lots of repititions. Lifting heavy weights requires burts of high-energy, and builds what's called "fast-twitch" muscle, this is the big bulky muscle that body builders and powerlifters have. Lifting lighter wieghts more times builds "slow-twitch" muscle, this is the much denser muclse that gives a "toned" appearance without adding bulk, it also is better at raising your resting metabolic rate which is good for fat loss and overall fitness. I would reccomend using a weight that you can lift about 20 times, doing no more than two exercises for each body part, and don't skimp on the cardio!

You can tone your arms with weights. Start out using 1lb then move to 3 then finally use 5lb in your workouts. You cant and wont get bulky like a man. Women body builders do much more then lift weights to gain thier physique so dont worry about looking like them.

lift lighter weights for more reps. Most body builders lift really heavy weights only a few times for power. You want endurance, so lift 10 or 15 lb weights, one in each hand, for 3 sets of 12 or 15 reps

Well body-builders lift huge weights to increase the mass of their muscles. If all you want to do is tone your arms then a combination of lifting small weights (3kg dumbells say), plus general exercise to burn up fat, will achieve what you are looking for.

If you want to build muscle up, lift a lot of weights, but if you just want to tone up, lift small weights a lot of times.
So get yourself a little dumbell set that's like five pounds and lift it a hundred times or so every day. It really works wonders.

Okay, do pushups, everyday. And lift about 5lb weights 3 times a week until you see the results you want, then just do push ups to maintain it.
