It sounds like hives, an allergic reaction to something, also known as contact dermatitis. These hives can last up to 6 weeks! I know I got them on my legs from god knows what. If they get worse or if they are just bugging you you should see a doc and they can give you oral and/or topical medication to clear it up.

It is possible that this could be either eczema or possibly ingrown hairs from using a dull razor. I sometimes get stuff like that on my legs when I use the razor for too long.

Could it be just simply razorbumps/burn? if so get a new and better razor. if not get it checked out by a doctor. It could be anything. If it is heat bumps than try using an antiperspiant on them.

Honestly, I don't know what it is, but I have it too, it's been more than a month now.
Lotion didn't help.
