Procrastination is a response to anxiety. (Obviously in this case.) Find a way to reduce the anxiety. Have you been telling yourself that everything is depending on this and if you don't ace it your whole life is ruined? Not helpful. Set your self a small task. Go over a particular set of notes, make an outline, sharpen your pencils-- something easy to get started on. Can you get someone to help you? Maybe someone who is studying for the same exam or someone who isn't but who can quiz you from your notes. Or someone who can just sit with you and make you sit down and do it. Yeah yeah you're a big girl and you should be able to do it yourself but worry about that later. Everyone is entitled to a little help now and then, especially when you are feeling overwhelmed.

When I was in graduate school the only way I got my work done is by having it due the next day. Procrastination works for some people especial if you work well under pressure. You should spend an hour a day devoted to your project or goal. You will feel like you accomplished something important.

It requires self discipline. If you don't force yourself to do something, it will not be done in a timely fashion, or if at all.
