There are several methods to get to your goal.

1. Get excellent grades in HS, skip the drugs and partying, and schmooze with your local Congressman or Senator for an nomination to one of the many fine military academies (in your case, Annapolis). The SecNav (secretary of the Navy) makes the actual appointments. You have to be good - only 85 slots are available for the freshman class.

2. Become a Limited Duty Officer (LDO). You have to be a PO1 or better to apply and have to have a specific expertise needed. You can never command a ship, and I believe you can never attain a rank of over Lt. Commander.

3. Enlist. You can then apply to OCS. It is very competitive for Naval Officers. If you are truly interested, I would go Army for this type of appointment. You almost always need a Bachelors degree.

4. Go to college and enroll in NROTC. After you complete your degree, you will be commissioned as a Ensign in the Navy Reserve.

5. If you are a lawyer, doctor, advanced RN, or a engineer (PE required), you can be considered for a commission based on your expertise. You will never command a ship, and will be referred to as a Staff Officer.

If you do not know his rank for sure you would call him Sir. Do NOT salute, but shake his hand. Sir is a polite respectful term used on a regular basis in the military (officers) and civilian world.
