I don't know about fines, but the board of supervisors just approved a six-month trial closure of the park's main roads (about 1.5 miles) on Saturdays.

Parts of GG Park have been closed to cars for as long as I can remember on Sundays. You can still drive around most roads, but just not on JFK near the Arboretum. That's the only road that's closed, as far as I know.
I don't know about a fine, because you really can't get your car onto the blocked road. They have barriers and the roadway is filled with bicyclists, skaters, rollerbladers, and pedestrians.

on Sundays, John F. Kennedy Drive is closed to automobile traffic to allow pedestrians, bicyles, and skaters to use the road. the road is quite clearly blocked off and so it's not anything you would be suprised by that you were accidentally driving in the wrong place.
the main routes that cut through the park, like 19th avenue, etc. are still open to automobile traffic.

As far as I can tell from poking around on Google, it's only John F. Kennedy Drive that's closed on Sundays.
While trees can soak up excess CO2 emitted by cars and other sources, they don't do so well with the nitrogen oxides, sulfur oxides, ozone and acid rain that also come from car exhaust.

they're actually going to ban cars from GGP period. why? because the mayor things car emissions will pollute the trees well... the trees like the pollution and clean it for us.
