Try an animal clinic. Sometimes they are willing to let you break down the bill into payments and are often cheaper.
But help your dog ASAP!

It sounds like she either has kennel cough which is a bacterial infection or she has allergies. With kennel cough she will probably need to go to the vet and be put on an antibiotic but there are discount veterinary hospitals in most major cities. After she gets over this there is a kennel cough vaccine that can be purchased at a feed store or at a pet store that is sprayed up her nose to prevent this from happening in the future. They get this from other dogs. Yes dogs can have allergies, try just some nasal saline squirted up her nose to promote the drainage whether it is kennel cough or allergies because it will flush out any allergins in her sinuses. Make sure it doesnt have anything in it its just normal saline for using in the nasal cavity. You can purchase it over the counter at the pharmacy, normally used for people. If its allergies you can give her benedryl but dose it like you would a child. Do not ever give a dog tylenol, it will kill a dog. Kennel cough isnt a virus, if it were antibiotics wouldnt help it, and they do.

I don't know how old your dog is but it could have Kennel Cough or more probable is heart worms. It needs to go to the vet right away. Contact your local animal shelter and see if they have vet funds to help with public needs. Many don't. If there is a Peta around they have vets on site. You can go to the vet and make payment arrangements. I don't know of any vet that would not end the suffering of an animal just because its owner cant afford treatment. Please look for the resources in your community and tap into them for your poor dogs sake. Good Luck!

Is this a dry, hacking cough? If so, it is probably Kennel Cough. Kennel Cough is a virus, like a cold. Can be caught the same way, contact with a dog who has it. Most healthy dogs who get Kennel Cough will get over it with no treatment at all in about 2 weeks. Some dogs do need antibiotics.

Check with your local SPCA, Humane Society, or animal shelter. Most of these organizations have low cost veterinary clinics, or will assist you with the vet bill.
What size dog do you have? Is there any discolored discharge coming from her eyes or nose? If not, it sounds as if she has allergies. You can give her benadryl or chlortimeton for that, store brand benadryl works just as well as the brand name for dogs. Make sure that it is only an antihistamine and does NOT contain a decongestant. The dosing will depend on her size, you can call any of your local vets and they will usually give that info over the phone.

Call a local vet anyway. Explain the situation and ask if there is some way to pay for his/her services over a period of time. Offer to sign a paper to do just that. Your dog needs medical attention and over the counter meds will not make her well. Good luck and I hope your dog is well soon.

It sounds like your dog really needs to get to a vet. Will your vet let you make payments for her treatment? Is there a college with a vet school near you? Sometimes they will treat dogs free/low charge. Also try calling your local humane society they may have an onsite vet that will help you out.

if you don't have the money to take care of a dog....you really shouldn't have a dog! as much as you love her..its not doing her any good to sit and suffer in your home.
Call your local Humane Society. they usually have a list of vets that allow payment plans....or they help pay for services for lower income homes.
in the meantime...id think about opening a savings account for an emergency fund...even if its $5 a month...its something.
