Based on the number of micro brews in the metropolitian area, I would go with Portland, Oregon. They also have one of the premier Brewer's festivals during the last weekend in July every year. It features more than 100 brewers and is extremely popular both locally and nationally.

Oregon has more brewries per capita than any other place in the world (Second is Germany). Many of these can be found in Portland proper, and there are 100s in the Portland Metro area. If you have to choose a capital, it would be Oregon. If you had to choose a capitol it would be portland. In my opinion, you could also say that Rouge Ales is the capitol :).
If you are no longer talking about micro brews, I would say that the beer capital (city) of the world is Muenchen (Munich), Germany. Mmm, Bayerisch Bier.

Washington, DC has at least six brewpubs that are in walking distance of the DC Metro (subway). Near Union Station there is Capitol City Brewing. Near Metro-Center there is another Capitol City Brewing and John Harvards. Near the MCI Arena, there is the District Chop House and Gordon Biersch. That's five.
In VA, near the Ballston Metro Station there is Rock Bottom.
In Alexandria, on King Street there was Virginia Beverage Co. I don't believe it is in existance any more. If there is a brewpub there it has a different name.
Not the most, or even the best, but there is a variety of places to go without driving, or using a cab.
