I would try Ruff Wear, online. They tend to have hard to find, or special accommodating dog stuff. Have fun swimmin'

Ive noticed a lot of ppl suggesting a human/child life vest. human life vests aren't the best for dogs...they can slip or get in the way of the dogs ability to swim, if not properly fitting...it can cause drowning if they slip out and get caught up in it. EKK! id stick to a really good fitting vest. after all would you put your child in an adult vest? No, so why put your dog in a vet that isn't made for them.

If you check out some of the websites that sell them on the web, a lot of them will make the vest to your dog's measurements.

I bought a life vest for my dog 2 years ago at my local Wal-Mart. I haven't checked to see if they have any this year.

Have u ever thought of getting a human size life jacket/vest/float etc, those u can buy or "get" from retired ones, cut to desire size and sew it yourself?
For sewing, please use nylon base threat, those used to weave/mend fishing nets, can be bought from fishing shops, its usually in white/red/black color, choose size 7, as not too thick and can withstand wear and tear.
