You didn't explain what the problem is. Is it due to lack of funding? Is it due to some "back to basics" approach to curriculum that the district is pushing? Is it that schools don't have time for extra-curricular activities because they have to prepare the students for state-wide academic testing? Is it the lack of instructors? Is it a lack of interest on the part of the students themselves?

If it's funding, there are a number of ways to try to raise or save money:

1. Have a carnival/bake sale
2. Host a book faire (Scholastic books has a great fund-raising program)
3. Ask for volunteers to assist with activities that are sucking up all the current funds
4. Get the local Symphony involved in a fund-raiser
5. Make cd's or videos of elementary school children singing and sell to parents
etc...

And make sure to explain that all proceeds will go towards saving the music curriculum at your elementary schools. Don't forget to get the local P.T.A.'s involved, too!

Maybe you could get a celebrity to help with your cause... Talking to the School Board, and trying to get the word out. Good luck.
