How do you know for sure your neighbor got it? Even if it didn't fall on the ground in front of your door, someone else could have taken it, it could have blown away... I could go on forever.
If you are not 100 percent sure, ask.
If your neighbor did, indeed, get the certificate, remember: When you give someone a gift, you should never expect anything in return, not even a thank-you.
A thank-you is proper etiquitte, but a gift is something you give someone with no strings attached; otherwise it's only payment for whatever it is you expect (i.e., attention, return gift, thank-you card, different behavior, etc.)

Did you put who it was from? Maybe he is shy. Or maybe hes just mean. I would say something to the affect of...So how did it go at ( wherever you got the card for ), did you find anything you liked? I wasn't to sure what your style was so i figured a gift card would be the best way to go for a house warming gift. Or whatever you bought it for.

when you give a present NEVER expect a thank you, even thought is at least what we can expect, maybe he really doesnt know you give it to him, if you really want to know that you might ask did you got something cool with the Gift Certificate? as a Question not as a claim, good luck

did you put a note with it so he knows that you gave it to him. Maybe he dont know who delivered it to him. i personaly think its rude when someone does not thank another one for a gift. why dont u ask him if he received? Maybe some other neighbour saw it and took it b4 he got home?

Well, someone else probably stole it off his door. Or maybe he didn't realize it was from you. Or maybe he thought you were hitting on him in some way and felt uncomfortable and pretended like he never got anything from you.

Did he know it was from you? If he does, then he is not interested in you. Yes, a thank you would have been nice.

Are you attracted to this neighbor? Try a more straightforward approach.
