I usually like to put the blame on myself, it makes the break up go a little easier. Just be honest though but not blunt. If you listen to your heart it will tell you what you need to do. Good luck!!

My fool proof method is to put cat-poop in their shoes- boy will he be surprised and amazingly enough he won't contact you. If it is a long distance relationship mail it to him and tell him to put it in his shoes for you. You would be surprised how quickly he will leave you alone, and a bonus is all his loser friends will leave you alone too! If you don't have a cat don't worry you can always find some kind of poop. Just a thought.

According to me, no one need to tell so explicitely. Your eyes and gestures would tell the other person that you are ending relationship.
