I recently went to a bank to professional investors concerning an investment I would like to make. Upon my meeting the investment counselor, I firmly shook his hand...

During the session, he saw me wipe my nose with a tissue several times.

As I got up to leave, he wanted to shake my hand. I refused, stating I had a runny nose/cold.

After I left I felt weird like I should have just shook his hand and then let him worry about his own germs..

What is the proper etiquette here? If someone sees you wipe or blow your nose are you supposed to be shaking hands? It is a professional transaction afterall, and important to do so.

I believe that you did the right thing. You were kindly offering to not spread any germs to him. Therefore, he should not have been offended.

I think you did the considerate and proper thing.

When this happens to me, I simply explain that I have a cold and I do not want to pass it on. It then becomes their decision if they want to shake your hand. If they persist, go ahead and shake it. Hopefully they have the sense to go wash their hands after wards.

I think that you were fine. He should realize that you were looking out for his health. You explained to him why you did not want to shake his hand, and he should be understanding of that.

ewe! i think it's a good call on your part. I have been struggling with conjunctivitis. so germs, and hand washing are a definite cause of concern.
