First, you're going to need some software so that you can create multiple "frames" for your animation: Use Animator 9, it's free. (unless you have Adobe ImageReady)
Create your animated gif by bringing in multiple images into the application, setting the first one as your first "frame" and so on, until you've specified each step in the animation. Then set the time for each frame, for example if you wanted the animation to be quick, you'd set the time for each frame at .5 seconds. Lastly export your animation as an animated gif. When you go to export your animation you need to keep in mind that a gif is a compressed version of your image, so your photo may contain thousands of colors originally, but when it is compressed down to a gif it can only contain a maximum of 256 colors.

You can do this in ImageReady. In fact there is a specific line on the pull menu under Window>Animation. There is a tutorial at the Adobe site that can walk you through this. It's a little too complicated to YA the process.
