The census is decennial - that means every ten years, in the zero years. So 2000 was the last one.

Everyone is included in the census, from infants to 116.
In general, adults fill out the census. Some fill it out well and others ... not so well.
I worked for the census back in 1990, and edited thousands of forms. My favorite was clearly filled out by a young person, who did a good job, but included the family dog - a German Shepherd, so naturally their nationality was German.

The short form is pretty basic: name, age, gender, race.
The long form has questions about households, the types of homes people live in, occupations and commuting.

Here is the census short form:

Once every ten years. Normally one questionaire is sent to each household, so whoever is the head of the household (regardless of age) is the one to do it. They ask about things like family size, income, job, etc. There is a short form that most people get that takes about 10-15 minutes to do. A few get a longer form that can take an hour or more.

It's done every 10 years. They go by household. If you're living at home, (ie: with your parents) they'll answer for you. If you're on your own, (ie: at college, or in your own household) You'll be interviewed.
They'll ask for information about your racial, social and education background. Economic, etc.
