If you mean keeping two people from getting married, it's usually after the ceremony. The perfect time to stop a wedding would be before the ceremony begins.
If you want to stop your own wedding, please tell your fiance now before you make any non-refundable deposits.

Well technically it is never too late, but I would think the moment a person realized they did not want to get married would be the optimal time to stop the wedding. However, when you are about to say "I do" in front of God, the preacher, and a whole bunch family members, is not the best time to stop the wedding either.

Its never too late. If you don't want to do it, then don't. Scream it from the rooftops if you have to.
