4 weeks because since the week starts on Sunday then the first Saturday is not included, and the last two days are excluded also because its just a Sunday and a Monday

There are four full weeks, just like January, April, October, and December. It just depends on where the days land. Each of these months including July, have five Sundays. Did you notice that?

Four weeks because a week lasts 7 days and there are four seperate groups of 7 days within the month of July regardless of what day of the week the remaining fraction of a week days fall on.
