I don't know what part of the country you are in, keeping them warm is part of the task. (It isn't fun to have a costume covered by a parka)
You might try something like "Me and my Shadow", a Lion and a Zebra, ect. What do they really like??? Costumes are simple at that age.
Get 2 pair of footie pajamas and 2 pair of slippers to (keep the feet on the pajamas) Use Rit dye if you need to color the jammies. Then fashion a hat/bonnet to keep the wee ones heads warm as part of the costume. Paint their faces.
You can actually make most anything, costume wise this way, then when the night is over and they are tired, remove the bonnets, a wipe of the face and they are ready for bed.

My niece dressed her boy/girl toddler twins as Raggedy Ann and Raggedy Andy. They were soooo cute, no one could resist them.

My kids are 18 months apart, but I've always gone with theme costumes for them:
One year my daughter was a bird and my son was a caterpillar. The next year my daughter was a sunflower, my son was a bee, and I was a gardner. After that they were both sheep and I was Bo Peep. Then my daughter was a morning frost fairy and my son was a dark fairy (complete with bat wings.) Then I was the Cat in the Hat and they were Thing 1 and Thing 2.
I've always wanted to do something from 'Where the Wild Things Are'.. but we all argue over who gets to be Max. *smiles*

Sonny and Cher, cowgirl and a horse or cow, M&M Candies, peas in a pod, pair of dice, Pebbles and Bamm Bamm, angel and devil, Thing 1 and 2 from Cat in the Hat, Woody and Jessie (Toy Story), Bee and a honey pot, hamburger and fries, milk and cookies, Tom and Jerry, Mickey and Minnie Mouse, a cheerleader and a football player........I can go on forever.

Lol I even have twins and a 2 year previous too. i do no longer comprehend what they are going to be yet.
