I would look for a car that had a strong reputation for reliability when it was newer. Based on what you have to spend you are probably going back to the mid 1990s, so Toyotas and Hondas are decent bets.
Beyond that, three issues to be clear on:
1. What evidence is there that this vehicle got recommended maintenance and where is it relative to the next set of check-ups (i.e. does it have 109,000 miles and lots of things due at 120,000 miles).
2. How good are the signs that it was driven reasonably rather than badly. A car driven recklessly will be a lot more likely to develop problems. Check the tires (unneeded expense if they are in bad shape), brakes, door latches, windshield etc.
3. Buy the car without ever looking at the stereo. As a 16-yr-old, you will be tempted to overspend on the car with the better speakers. You can buy and wire decent speakers for less - I almost guarantee it.

You can find decent older(1988-1995) Honda Accords and Toyota Camrys that if they were taken care of will still run great and use little gas. They aren't fancy but nice. There are other models that also would be good choices. The key is having someone who knows about cars that you know and trust check out whatever you're thinking about buying. If the car has had one owner and they can produce maintainence records and a Carfax, even better.

A Honda Civic is GREAT for first time drivers, and it has wonderful gas mileage, and you can get one used for very little. My first car was a 1995 honda civic, and it cost $3000. On top of that, their parts are very common, so in the unlikely event that something fails, it won't cost you an arm and a leg to fix it.

I don't like foreign cars, i don't like cars period, but foreign cars last a long long long time, and tend to run pretty good, i'd get a toyota or honda something like that.
