I don't want to get a prepaid plan. I just want to take my SIMM card out of one phone and put in another.

You can buy a phone pretty much anywhere, but you're gonna pay an arm and a leg for one with out any plan. You can go somewhere like Verizonwireless.com and buy a phone with out anything, but it's really expensive.
Try E-bay! There are a lot of phones on there and I'm pretty sure you don't need a plan. As long as the phone is unlocked, you should be able to transfer whatever plan you have into the new phone.

I sympathise : they're always trying to tie you into some dam plan or touting all sorts of extra functions. I find it hard enough to manage the basic call and receive functions. But here in China you can get everything you want, if you go looking with a Chinese friend. So that's my answer to your question : come to the People's Republic : or better still, Hong Kong.

best place to get a cell phone is at the flea market. also try garage sales in your neighborhood. a lot of sell phones are sold there.

first make sure phone will accept your sim.
try local garage sales or better yet most areas have a radio broadcast usually called swap shop.
you should be able to get people to give you their unused phone.
