Under current US law, there is no strict limitation on your English skills.I know many US citizen who barely mutter a few words in English.
In my country, you go thru a hard fluency exam and you must have lived there for at least 3 years. They don't just hand out citizenship to anyone, but I come from Europe and we do have an identity to keep and be proud of. We are NOT a rootless immigrant society like US...They have nothing to lose by letting foreigners in. We do.

I am not sure where you are starting when you say 'how many years'. I believe you need 5 years of being a permanent resident to be able to be interviewed and take the exam for citizenship. You need to learn some United States history and need to know English to be a citizen (it is part of the exam).

You can't have a felony on your record. At this point we don't have anything like the new French 'agree to respect French culture' contract requirement if that is what you mean by specific rules. You do have to follow our laws, just like everyone else. The immigration service web page could tell you more.

I am from the UK and just got my permanent resident (green) card in January to live in the US. I can apply for citizenship in 3 years. Not sure what hoops I may have to jump through to become a citizen

It takes fron 5 to 7 years to become a citizen of the USA. They have to go to classes to learn about the Constitution, History of the USA, learn to speak and write english, take physicals, and have to take exams. and also learn about the laws of the USA.
