My favorite casino in Las Vegas is The Bellagio, except when I want to play slots. The slots at the Bellagio are super tight!
When I want to play slots I go over to Caesar's. Out of the very corporate Las Vegas casinos I have found Caesar's to have some of the looser slots.
I think the best casinos are online. No land based casino has ever given me a 400% bonus! I got big bonuses like that at some of the casinos at http://www.ranked-online-casinos.com/best-casino-bonuses.html None of the Las Vegas casinos gave me 97% payback percentages on slots like some of the better audited online casinos.

To stay at? Definitely the new Wynn. I had a great time 3 times there, and very consistent quality and service. The best casino to gamble in is probably Red Rock off the strip to the west. It's round design is really cool, and you feel engulfed by the atmosphere...

Depends on what you qualify as best?
If you want great odds at a crap table, the Frontier used to offer 100x odds which is insane. They needed to do this to get people to come into the casino (it was a pit).
If you want to hob nob with celebs, then the Hard Rock or Bellagio are the place to do it.
If you want plenty of elbow room, hit one of the places outside the strip, like Texas.
If you want to avoid lung cancer, try New York New York. they have high ceilings which tends to disspate the cigareete smoke.
My fav is Hard Rock, because the dealers are all cool, and the atmosphere is second to none.

online dream casinos are the answer for you!
I don't know if you are familiar with the term 'Dream Casino', this type of casino would let you play online for free for the first 75 or 50 dollars, and if you win (and i guarantee that you will win something for sure!) you can keep your money, this concept of online casino/poker playing is little known on the internet, however I suggest that you play on one casino then take the winnings, after you finish the first 50 free dollars to play on that one you move one to another casino!
the concept is very clearly explained here:
http://charticles.atspace.com/casino.htm
I am making hundreds of dollars weekly with this type of system!

Best casinos are off the strip. Sunset Station, Boulder Station, and Sam's Town.

Hooters Casino, and not for the obvious reasons. Its small, so the service is quicker. I have never found an unfriendly dealer there, and its pretty laid back compared to the more expensive casinos

For video poker I like the Palms. Lots of full pay machines in all denominations. For everything else, its a matter of personal style.
