I am curious what most people would think if someone raised their eyebrows at them? Is this flirting?

I think eyes reveal sincerity.
I would think that the person is either surprised at an opinion, or it's sort of a gesture to say "whatever, I give up, go ahead..."
It can be flirting if its that repeated a few times gesture and a half smile.

Eyes can reveal alot about a person. Think about yourself for a minute...when you lie can you look and hold the look at that person. or do you look away and avoid looking at them. Eye contact can tell you how sincere the other person is. Also how honest they are.

it depends on the other signs around them.
if they are talking about something bothering them, could be waiting for an answer/idea from you.
they are angry.
or they are interested in you.
Eyes ALWAYS tell the story, they are the windows to the soul. I always watch eyes when I talk to people, or just meet them.

the eyes are literally the windows to the soul, you have to look past the color, past everything. you can tell a lot about a person through their eyes. look at their soul next time you look into someones eyes. look closely. think about what you REALLY see..

Can be. Not always is. Wait and see what else happens and if it keeps going on...either they thnk you are weird or they like you and are flirting with you.
