Less weight and more reps usually builds more lean muscle. More weight and fewer reps usually builds bulk. Also, running and cycling are great for building tone without the bulk. My wife swears by pilates for body-shaping. Talk to a trainer at a gym they can really help.

You didn't say how active you are, or what exercises you do... so I'm guessing.
Pro bike racers like Lance Armstrong also need to do this. It's called caloric restriction. Yep, you have to exercise long / easy fat-burning endurance while keeping your calories at a basic level. No, it's not easy. Your body wants to have big legs, it's hard to fight that.

Just remember: Low repitition +high strain =Muscle Bulk
While High repetition +low strain=muscle tone
but IMHO girls with muscular thighs look great

Two things, you have to incorporate aerobics and Reduce Stregnth training. Also, drop your daily intake of food. If you are on a 2500 calorie diet, drop it down to 2200.
