You could pass it off to a supervisor. However, from your tale, I am guessing that one of you women IS the supervisor, so that isn't gonna cut it (if one of you IS the supervisor, it is that person's job to approach!).
If you are all really wary of approaching her directly (which is the best way to handle this situation, no one likes knowing they've been the subject of office discussion), try writing her an "anonymous" letter and leaving it on her desk.
Your other option is to make life so miserable for her that she quits. (That isn't very nice though, and the karma will come around to you, so I don't recommend this option).
You guys could start a conversation in the office about how disgusting it is to always have the seats dirty. Do this very loudly and involve her in the discussion. Then be sure that she knows someone in the office is doing it and that you are aware of it and find it gross. That way you aren't directly accusing her and aren't putting the spotlight on her, but you are all discussing the problem together and making it very apparent.

Request that management require the use of those disposable toilet seat covers. Either that or put an "out of order sign" on the door and tell everyone but her that it is bogus.
How can a woman pee on the seat? Is she standing up??

Maybe install the paper seat covers and a sanitary napkin disposal bin. Maybe she is trying to do the "hover" and is not really good at it. Maybe, you should just get everyone together and maybe have the boss say a little something about it. They also make a self cleaning toilet seat, if whoever is in charge could do that for y'all. That's nasty. We have a Very similar situation at my place of work.
Thus far we've put up signs too. However, it hasn't changed things.
I suppose you could speak with management about it and have them talk to her. Other than that we haven't been able to come up with a solution.
I suggest putting Lysol in the bathroom if this matter isn't resolved.

Someone needs to get close to her and talk to her about other things, then bring in a conversation about how discusting it is when women don't clean up after themselves. No other way around it, someone MUST discuss this with her!

Put a note that says "If you sprinkle when you tinkle, please be neat and wipe the seat."
I worked in an office of 100s of women... mostly it was neat, but there were the occasional dribbles left... which totally made me want to vomit when I was pregnant.. it was terrible!! Good luck

What's worse, approaching her and feeling uncomfortable, or feeling disgusting every time you enter the rest room? At this point don't worry about her feelings, she clearly has no regard for yours. If all else fails print your question and all the answers and hang that in the bathroom.
