A bit shy is sometimes a bit cute.
Depends whats the situation like?
Give her a single rose every day witha little message on it or a hint?? Depending on what direction you take it in. Either give it to her in person or lay it somewheer ( her door step/desk/car/??)
And always remember just be yourself!

One thing that has never changed through the ages, write a poem that could only be about how you feel about her. When you see her, have it sealed in an envelope and ask for a moment of her time. Give her the envelope and if you are at a loss for words, practice in front of a mirror the night before.
Saying simply, "Hi, I wrote a poem for you and I'd like you to read it and tell me how it makes you feel." If she can't stand you, she isn't going to embarrass you, because it is so charming to have someone write something about you. If she is not interested, she will pull you aside and let you down gently. A poem is the type of communication that garners that type of respect. Take your time and make it as flattering as possible.
