There is an ongoing debate among teachers over whether content should count more than how the content is relayed and many times, the schools just don't want to get into the middle of the argument and let teacher do as they please. There is also a debate over whether teachers have the right to even correct grammar when there are so many non-standard dialects of English spoken in schools. There is an issue of what "standard English" actually is defined as and schools don't really know how to address the issue so it is ignored.
In my opinion, some of it can also be placed on net-speak for which the standard rules of grammar and spelling do not apply and the reliance on spell-check software. Many students are not taught that there are some places where net-speak is not appropriate or where standard grammar should apply. Also, I believe that sheer laziness plays a part as well. If something is not going to be graded or count in someway, students will rarely put effort into it, so it makes sense that things they write out of school that are not professional in nature would be badly written.

We aren't taught language skills at school. Grammar and spelling don't earn as many marks in exams as quotes do.

i would say it is because of spell check...but i don't know, since there is a spell check feature here. I can understand a type-o...but when the question is unreadable, that is ridiculous!
