If it is just for one day, I'd recommend renting a car. This time of year, you can get one for less than $30/day with all the taxes. You can make this journey on public transportation but it will be painfully long and the round-trip fare will be pretty close to your car rental fees.

Take Amtrak, Greyhound or MARC commuter rail from Baltimore to Union Station in Washington, D.C. Then take the Metro from Union Station to West Falls Church station, where you'll find buses to Reston, specifically Fairfax Connector route 505. Transfer from the Reston East P&R or Reston Town Center to the local RIBS buses that circulate around the city. Use WMATA's Ride Guide feature to help you plan your trip from Union Station or West Falls Church depending on the time of day. MTA Maryland administers the MARC commuter rail system and offers a similar service for finding your way around Baltimore.

From Baltimore, take the MARC train to Union Station Washington DC. From DC, take metro to one of the northern Virginia stops (e.g. West Falls Church). Then from there, take the Fairfax Connector bus to Reston.

Metro? I am not sure if it goes to Baltimore...but if not you can always take the metro then a bus.
