on 20 acres you could build a short nine hole course depending on the lay of the land. It would be short but it could be done. I know a 9 hole course on 19 acres. 1 acre of greens, 1 acre of tees, 10 acres of fairway and 7 of rough. There are 3 par 3's with no fairway to them. Most of the par fours are in the low to mid 300's for distance and the greens are somewhat push-up greens. The greens are small but that's what makes short courses challenging. As far as money goes that all depends on the quality you want it to be. Definatley research greens material if you use a low quality or just what is in the ground you may run into some problems. Do some soil tests and find out what you can abut the land

good luck
