The Muslims' Allah and the Christians' God, is all one but the same God. Lucifer was an angel (spirit, immortal) created by God. Lucifer, as the fallen angel is referred to as Satan or the Devil and in a lot of names.
It (I prefer it instead of he/she, because, angels are sexless) rebeled against God because of pride. God wants to prove to the rest of the 2/3 of the remaining angels, that we do not need sin. It has to mature to prove it. Since God is the creator, He can have easily blot out Lucifer for the sin he had done. However, God is love but not hate.
Therefore, God does not use Satan or Satans(as you may use it) because he gave Lucifer the freedom and the power to take lives. Lucifer or Satan is sometimes referred to as the prince of darkness or prince of the air.
The Kingdoms of Abraham/Ismael and Abraham/Isaac are the two (2) originating kingdoms, which have become the two (2) warring parties today, the Muslims and the Christians. I believe that because of what happened to Hagar(handmaid of Sarah, Abraham's wife) and Ismael, the hatred between the Muslims and Christians started there.
Jesus Christ came to save our sins and represents the New Testament.
We are presently living in our own free will. Satan is alive and knows the time he is to be bound for 1000 years. Since Satan is doomed, it tries to get some, if not all to share it's misfortune.
Therefore, the Muslims' Allah or Christians' God is not sending Satan to goad those disbelievers.
