Sir, I am Irish, and all I've seen is liquor conquer a lot of Irish.

I believe liquor is a man made concoction. Therefore the answer to your question is a resounding no he did not.I too agree with you that at one time the Irish would have conquered the world albeit way back when it was a wee little world. I mean how can they conquer anything when they can not stop fighting amongst themselves.

God did not create liquor, he created wine, and the Irish created

Nope, even in the Bible liquor pre-date the Irish!
Noah was a winemaker before the flood, and I think it's safe to say that from a Biblical perspective, Ireland came around sometime after the flood...

The Irish don't just drink though! They fight for any reason whatsoever, noble or not. They just have it in their blood to fight. If they are going to fight, then they have to have a reason and they can't rationalize because of the liquor. Oh, wait...I just answered your question. They could rationalize if they didn't drink!
