If God exists and is omniscient, then He would have known since before the beginning of time (assuming God is also omnipresent, as Christianity would have us believe) that he would create Lucifer, and that Lucifer would turn his back on him. He would also have known from the beginning what the negative consequences of that act would be for mankind. Therefore, assuming that God is also benevolent, he would have a good reason for continuing to engage in this action. Perhaps the reason is to teach humanity a lesson about free will.
As an interesting side note, the story of Lucifer being kicked out of Heaven has been altered significantly over the last several thousand years. Originally, the story was from ancient Sumeria, and involved not angels, but gods. According to the original story, some of the lesser Sumerian gods took human wives, and had hybrid offspring with them. This angered the ruling Gods, who punished the offending gods by exiling them, and punished man with the Great Flood. This 6000 year old story was adopted by the Hebrews 5000 years ago. The Hebrews changed the names of the gods to Yaweh. You can still read part of the story in Genesis 6:4-7 -- "There were giants on the earth in those days, and also afterward, when the sons of God had relations with the daughters of men, who bore children to them. These were the mighty men wehre were of old, the men of renown. When the Lord saw that the wickedness of man on the earth was great, and that man's every thought and all the inclination of his heart were only evil, he regretted that he had made man on the earth and was grieved to the heart. The the Lord said, "I will wipe from the earth man whom I have created..." Some of the more ligustically accurate Bibles still actually use the word "Nephilim" in the story, instead of "sons of God." Nephilim were the rank-and-file Sumerian gods.
It was only much later that Christianity changed the story, yet again, to allege that Lucifer was kicked out of Heaven for refusing to worship the God the Son.
As for your second question, "Was it not easier to destroy him forever?" We all must choose between what is easy, and what is right. Maybe that's another lesson from this story.

Maybe He created Satan so that Satan could become a serpent and tempt Adam and Eve, giving them a choice so that we aren't just puppets in God's hands.

In my opinion, though we may never really know the answer in this life, God is a creator and His medium is Life. When He sets a creation in motion He allows it to play itself out to the very end of it's completion. We may just see parts of it and not understand what is being done, but in the end we can be sure it will be a masterpiece. Different things are mixed together to get different results, just as a painter mixes colors. His pallet is unlimited.
