he is shagging a women on the 6th floor

The answer to this is more revealing about the person answering than about the person asking.

Those with a technical or engineering type bias to their personalities will tell you that it is becasuse the man in question is too short to reach the 12th floor button but can obviously reach the ground floor button on the way down since the common arrngement of buttons on a lift panel is to put ground floor at the bottom (excluding basements) and then each floor at an increasing height above this.

A person with a more creative or artisitic temprement will tell you it is down to a social aspect of the mans life in that he wants to take some exercise during the day and uses the return journey home as the method of achieving this by getting off at a lower floor and walking the rest of the way.

As I said both answers could be correct but the choice is revealing about the temprement, nature and technical/artistic leaning of the person answering.

Maybe he needs the exercise but has only enough strength to run up the last 6 floors instead of all 12.

Ohh twice in one week for the same, or very similar question, but at least the first one had him living on the 83rd floor, and having to walk from the 70th.

Like many people who habitually use elevators instead of the stairs, he's decidedly overweight. Gravity helps on the way down, but the electricity can't take the strain on the way back up.

Maybe he makes himself do that much exercise at this time and
soon he will get off at the 5th floor, then soon he will be running up
from ground floor. Why don't you ask him?

He's either too short to press the button, wants the exercise, the lift is broken etc etc etc blahdy blahdy blah.
