Be very careful! Any website that seems professionally made, but charges for application is a FRAUD.
There is ONLY one place where you can apply and you can start in October.

No fee is charged to apply to the Diversity Visa program.

IF you are actually talking about the immigrant cards I don't know... but good sentence stucture should be required to live here...
