Not obligatory, but recommended.

Like others said, Muslims pray 5 times a day, some of them in congregation, while others may not be able to make it for the congregation for whatever reason.

During Hajj, since most of them are already there, they join the congregation when the time of prayer has come. However, a few of them may not be there. A good example would be like the morning prayer where some people go and pray in congregation while others just pray at home or in the hotel.

Muslims always pray in congregation.
Hadj or not Hadj.
But there are also prayers done privately.
