There is no lawful way to get rid of the blackbirds. The best bet is to buy a cover for your pool, and use it, when the pool is not being used.
You have to learn to compromise, because you must remember, that is the birds' home as much as it is yours.

Get a B-B Gun and a loaf of bread

Step 1: Position yourself in a location with access to an open yard. Toss the bread crumbs out in the yard, and wack the birds one at a time when they land for the bread. Then, when you kill about 50 of them and you've had your fun, shovel them up into a back and toss them out.

Step 2: Make a scare crow with a fake rifle in his hand and put him near your pool.

They won't be back!

get a cover over your pool, there isnt much you can do to get rid of the birds, but if you cover your pool, you might be able to get rid of the poop.

put up a few cans of white or colored paint up and place a sign that says- Just try me! They'll stay away. But seriously I don't know except for maybe distract their attention such as a bird house on the other side of your property- or better yet your neighbors property.

Just kidding. Go to the local farm store and get and Owl statue and sit it up but your pool.
