nope. but if they want to make a toast they should be allowed to. i was just in a wedding as a groomsman, and i've known the groom since 1st grade. even though the best man had already made a toast, i still made one, and it went over really well. but as tradition has it, it's usually just the groom and maid/matron of honor that give the toast at the wedding dinner.

As this is the rehearsal dinner it is usually more casual than the reception and even though a toast by an usher isn't required I don't think it would be wrong especially since he is obviously a good friend of the groom.

No. The usher just has to show up, look nice and seat the guests at the ceremony with grace. If at the reception you feel moved to make a toast, that's fine, (after the best man and lady of honor) but at the rehersal dinner, let the bride and groom thank YOU for being there for them.

It is not expected, but would be up to the bride and groom. If they would like to have other people speak, they would say so beforehand.
An usher's primary duties are all on the day of the wedding, and are mainly related to assisting others: help with arrivals (greeting guests, providing them with any written materials related to the wedding, assist with car parking if need be); seating (knowing bride's side from groom's side, seat couples with young babies and children near the exit; specific ushers may be asked to escort the bride's mother; following the wedding to help the exit of guests and do any necessary cleaning of the place the wedding was held.

in my experiences only brides and grooms give speaches at rehearsal dinners. At the wedding itself it generally is the best man and maid of honor who give toasts.

No. The best man, maid of honor says a speech. And the wedding couple says something about thank you parents and guests for coming and making our day special etc. etc.

It's usually up to the best man to do so, but sometimes there are many toasts--it might be worth getting some words down on paper. :)

Nope - thats up to the best man and maid of honor. However if you wanted to give a speech - talk to the bride and groom about it and see if it is ok with them!
